King County is seeking a thoughtful, customer-oriented, and intellectually curious individual to support the maintenance, improvement, and effectiveness of King County’s budget systems. This role works collaboratively with departments and technical partners to deliver efficient, accurate, and user-focused budget tools.
ABOUT THE POSITION
This position will be part of the Tech Team which manages two enterprise budget systems: Oracle Planning and Budgeting Cloud Service (PBCS) and the SQL-based Project Information Center (PIC). The team runs critical processes that advance the development of King County’s $20.2 billion biennial budget, supports more than 200 system users and leads ongoing system and process improvements. When issues arise, the team collaborates to troubleshoot and resolve problems, drawing on expertise from both Oracle and King County partners.
This position requires both strong interpersonal and technical skills. While many of the system tasks can be learned on the job, successful candidates should have experience working with databases and comfort leveraging technologies such as: Oracle BI Insights, Oracle EBS, Microsoft Power BI, SharePoint, Teams, and Office 365 suite.
Schedule, run and monitor processes on the PBCS and PIC systems including interfaces that transfer data across budget, personnel, and finance systems.
Provide technical support and one-on-one training to system users.
Conduct routine and ad-hoc quality checks to ensure that budget data is accurately loaded, calculated and reported.
Analyze, troubleshoot, and resolve system issues.
Develop, test and document small-scale system improvements including configuring PBCS forms, business rules, and reports.
Draft, maintain and improve system documentation.A combination of education and experience, that clearly demonstrates the ability to successfully learn and perform the job duties of this position.
Experience developing processes to prevent, identify, and detect data errors.
Experience working with multi-dimensional or relational databases.
Experience providing excellent customer service and establishing and maintaining effective working relationships with customers and process partners.
Strong analytical, problem-solving, and troubleshooting skills.
Demonstrated reliability and independent time management skills.
DESIRABLE, BUT NOT MANDATORY, CHARACTERISTICS:
Experience working with Oracle Enterprise Performance Management tools (Planning and Budgeting Cloud Service, Planning, Essbase).
Experience in public-sector budgeting or finance.
Familiar with Agile methodologies, including sprints and backlog management.
Experience working with King County’s operating or capital budget systems.
Experience working with Oracle E-Business suite or Oracle PeopleSoft.
