The State of Connecticut, Department of Labor (DOL) is recruiting a Director Of Wage and Workplace Standards to work in our Wage and Workplace Standards Division, located in Wethersfield, CT.

About Us:
The Wage and Workplace Standards Division has jurisdiction over the laws and regulations governing employer-employee relationships covering approximately 1.6 million workers and over 100,000 employers in Connecticut. Among these laws are minimum wage, overtime, wage payment, prevailing wage, and employment of minors. Our website highlights many of these laws and is a useful tool for employees to become aware of their rights in the workplace and for employers to get information about our laws to foster compliance. The Division is a law enforcement unit using criminal and civil remedies to ensure compliance.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Department of Labor this class is accountable for directing the Wage and Workplace Standards Division.
EXAMPLES OF DUTIES
Directs staff and operations of the Wage and Workplace Standards Division; Coordinates, plans and manages division activities; Formulates program goals and objectives including enforcement of wage and workplace standards laws and orders issued under federal and state government; Develops or assists in development of related policy and procedures; Evaluates staff; Prepares or assists in preparation of division budget; Maintains contacts with individuals within and outside of division who might impact on program activities; Directs enforcement of minimum wage laws, women and minor hours laws, wage non-payment and collections laws and related laws; Determines investigative priorities and staff assignments; Reviews and evaluates division reports and statistics to determine if meeting program goals; Recommends and assists in preparation of legislation; Reviews, interprets and administers proposed and enacted state and federal legislation; Develops, negotiates and implements reciprocal agreements with other states; Reviews all arrest warrants; Reviews actions and determines if civil penalties warranted; Reviews non-routine reports and evidence prepared for court action; Plans and directs collection of wage rate data; Serves as a liaison with Homeland Security and Immigration; Testifies in court actions; Conducts or attends orientation programs or public hearings relative to wage and workplace standards; Provides training to employers on wage and workplace standards laws; Supervises survey of an industry after selection for establishment of minimum wage regulations; Holds hearing on disputed cases; Leads the recruitment and hiring of staff, including outreach, interview and selection; Performs related duties as required.
KNOWLEDGE, SKILL AND ABILITY
Knowledge of and ability to apply management principles and practices; and ability to interpret relevant state and federal laws, statutes and regulations; principles and practices of public service administration with emphasis on effective organization, administration and management of a government program; state structure and organization of labor services; federal and local agencies responsible for enforcement of labor legislation; Considerable interpersonal skills; oral and written communication skills; Skill in public speaking.
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Eight (8) years of experience in the enforcement of labor legislation.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
Two (2) years of the General Experience must have been in a supervisory capacity.
NOTE: Supervisory capacity is defined as scheduling, assigning and overseeing work, establishing performance standards for employees and taking corrective measures to implement those standards.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. A Master's degree in public administration, business administration or a closely related field may be substituted for one (1) additional year of the General Experience
PREFERRED QUALIFICATIONS
Onsite Inspection Experience - to include: Coordination of CTDOL WWSD team - including determination of staffing complement. Coordination of partner organizations - including federal, state, and local agencies. Anticipating and/or determining victim impact resulting from observed violations and engaging victims' services assistance. Anticipating and/or determining the potential incidental impact of the actions taken by the unit and communicating with CTDOL leadership. Appropriately handling uncooperative entities and/or individuals during site inspection. Experience with interpretation and application of existing statutes and related regulations under the unit's purview and the training/guiding of staff to: Apply existing statutes and regulations to active case load determinations. Experience with legislative process - to include: Review of proposed language to determine impact on existing statutes and regulations. Advising Executive Administration of potential policy, programmatic, and staffing implications and fiscal impacts. Staff Capacity Building Experience: Experience evaluating staff competency, performance and application of existing statutes and regulations in making determinations. Experience with evaluating division staffing complement to determine recruitment needs and feasibility of promotional opportunities. Experience Identifying training needs and coordinating presentation of topics, such as, but not limited to: Prevailing Wage. Standard Wage. Non-standard Wage. Employment of Minors. The impact of Collective Bargaining Agreements on WWSD laws, and new and/or updated legislative changes impacting WWSD laws. Experience communicating with staff to effectuate shared division objectives. Experience with the development of and maintenance/updates of division policies. Experience identifying and implementing standardized procedures, practices and policies among front-line staff. Experience with public speaking and representing the division to labor organizations, industry organizations and other agencies.
